How old does a cat have to be to use a once-monthly flea/tick solution?

The neighbors have an adorable kitten that has adopted me. The feeling is mutual! I know she's not mine, but I want to make her more comfortable. She definitely has fleas. I'm willing to bet she also has ticks, worms, and ear mites. Will it hurt her to treat her for these without a vet exam? What can I use? Help!
